Malta’s government published the regulations for its new expedited route to citizenship through investment. The previous citizenship by investment program (MIIP) was officially closed after it reached the cap of 1800 applications. It was after then that the new program (MEIN) was introduced in November 2020. This new program offers a secure EU relocation route with a fast and straightforward residency acquisition.

Investment Options
The applicant must fulfil the following 3 investment requirements:
Property Investment

Make a property investment in one of the followings:

  • Purchase a real estate property of at least EUR 700,000 to be held for at least 5 years
  • Leasing a property with a minimum annual rental of at least EUR 16,000 for at least 5 years.

Contribution to the Malta government

Make a contribution of EUR 600,000 (36-month Residency) or EUR 750,000 (12-Month Residency) to the Malta Government. Plus, an additional EUR 50,000 for each qualifying dependent.

Donation

Donate at least EUR 10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organisation or society.

Other options:
1. Make a €400,000 investment in Greek government bonds.
2. Make a €400,000 investment in bonds or shares of real estate investment companies.
3. Make a €400,000 deposit in a Greek bank.
4. Make an €800,000 investment in corporate or government bonds.
Process
The processing time is approximately 13-18 months in total. The process steps are as below:
  • Prepare applications and sign Power of Attorney.
  • Apply for Residency Permit in Malta and conduction of Tier 1 due diligence.
  • Visit Malta and submit biometric data.
  • Upon receipt of the Residency Card, submit the citizenship eligibility application through a government-approved firm.
  • Review of the application by Maltese authorities and conduction of Tiers 2, 3 and 4 due diligence, and receive of the decision on the eligibility.

12 or 36 month:

  • Submit the citizenship application.
  • Review of the application and update of the due diligence.
  • Upon receipt of the citizenship application approval, fulfil the investment and donation requirements.
  • Take Oath of Allegiance in Malta within at most 6 months of approval and issuance of Certificate of Naturalization.
Requirements
  • Main applicant must be over 18 years of age and non-EU citizen.
  • Make qualifying investment and contribution in Malta.
  • Hold the property investment for a minimum of 5 year.
  • Have a clean criminal record.
  • Subscribe to health insurance coverage for all family members.
  • Be in good health and of good reputation.
  • Provide evidence of the investment’s source of funds.
  • Provide proof of residence in Malta.
  • Hold resident status in Malta for at least 12 or 36 months prior to acquiring citizenship.
Timeline:

0-1 month: Apply for a Greek national visa at an Embassy or Consulate. Collect the required documents for the Greek Golden Visa including sales document for real estate option. Submit the documents at the local Alien and Immigration Department.
1-2 month: The authority confirms that your application has been received. 1 year to submit biometric photos and complete investment option.
2-3 month. Application is processed and a 5 year resident permit is issued.
5 year: Can renew or extend the resident permit.
7 year: Can apply for citizenship after living in Greece for 7 years.
