APPLICANTS MUST MEET THE FOLLOWING CRITERIA
ELIGIBILITY REQUIREMENTS
- Applicant must be a non-EU/EEA/Swiss citizen.
- Be at least 18 years old
- Make a minimum contribution of €600,000 (or €750,000 for the fast-track 12-month option)
- Purchase or lease property in Malta: Buy property for at least €700,000, or Lease property with a minimum annual rent of €16,000 (held for five years)
- Make a €10,000 donation to an approved NGO
- Hold legal residence in Malta for 36 months (or 12 months by exception) prior to citizenship application
- Submit required documentation and undergo strict due diligence checks
APPLICATION PROCESS

1. Initial Due Diligence:
Submit your application and complete the Tier 1 due diligence checks by the Community Malta Agency. -
2. Residence Permit:
If Tier 1 is passed, a residence permit is issued while fulfilling the residency period requirement. -
3. Eligibility Application:
Submit the eligibility application after the residency period, triggering further due diligence (Tiers 2–4). -
4. Citizenship Application:
If eligible, the citizenship application is submitted for ministerial review. -
5. Final Investment & Oath:
Upon approval, complete the investment, donation, and property requirements. Attend the oath of allegiance ceremony and receive your Certificate of Naturalisation. -
6. Ongoing Monitoring:
The Community Malta Agency will conduct five years of ongoing monitoring after citizenship is granted.
